Leverage Shanghai's advantages to promote stable economic growth

The 18th meeting of the 16th Municipal People's Congress Standing Committee will be held from December 30. Deputy Secretary of the Municipal Party Committee and Mayor Gong Zheng reported on the city's economic and social development. The Director of the Municipal People's Congress Standing Committee, Huang Lixin, presided over the meeting.

During the report, Gong Zheng stated that since the beginning of this year, we have fully implemented the spirit of the 20th National Congress of the Communist Party and the second and third plenary sessions of the 20th Central Committee, deeply studied and implemented General Secretary Xi Jinping's important speech during his inspection of Shanghai, and under the strong leadership of the Municipal Party Committee, adhered to the general tone of seeking progress while maintaining stability, focusing on the primary task of promoting high-quality development and the strategic task of building a new development pattern, accelerating the construction of the 'Five Centers', and further deepening reforms comprehensively. The main goals and tasks of economic and social development are expected to be successfully completed.

Regarding next year's work, to promote stable economic growth, we need to make good use of national stock and incremental policies, strengthen the coordination and linkage of the demand side and supply side, leverage Shanghai's advantages such as a complete industrial chain, large market scale, rich consumption scenarios, strong economic resilience, ample potential, and significant room for maneuver, fully utilize the leading role of the Yangtze River Delta integration development, and respond to the uncertainties of the external environment with effective policy measures and work. Vigorously boost consumption, adhere to the dual drive of 'policy + activities', further expand consumption demand, and stimulate consumption potential. Focus on expanding effective investment, concentrate on major engineering project construction, promote early commencement, early production, and early effectiveness of projects, and fully leverage the role of government investment in driving social investment. Fully promote stable and quality improvement of foreign trade, provide greater support for enterprises to seize orders and expand markets, and further enhance the export competitiveness of foreign trade enterprises.

Regarding social and livelihood development, we need to promote high-quality and full employment, adhere to stabilizing job positions and promoting supply-demand matching simultaneously, strengthen new skill training, and ensure that the overall employment situation in the city is generally good. Advance the renovation of 'two old and one village', aiming to fully complete the scattered old renovations in the central urban area next year, basically complete the renovation of small beam thin plate houses, and fully start the renovation projects of urban villages around the central urban area. We need to coordinate the renovation model and funding balance, stay focused on the goals, and accelerate progress. Continuously optimize services for the elderly and children, promote the construction of an elderly-friendly, fertility-friendly, and child-friendly society. For the elderly, ensure both care and support for their contributions, and comprehensively improve their quality of life. For infants and young children, focus on improving the integrated and inclusive childcare service system to enhance the public's willingness to give birth. Promote the construction of park cities, increase the number of parks and greenways, continue to promote the opening of parks and green spaces, and create high-quality ecological spaces along 'one river and one belt' to better meet citizens' fitness and leisure needs.

Gong Zheng also reported on accelerating the construction of the 'Five Centers' and further deepening reform and opening up.

The meeting heard reports on the review results of the 'Regulations on Promoting the Construction of an International Shipping Center in Shanghai (Draft Revision)', 'Several Provisions on Promoting the Application of Electronic Documents Empowered by Blockchain in Pudong New Area (Draft)', 'Regulations on the Management of Drugs and Medical Devices in Shanghai (Draft)', and 'Regulations on Medical Security in Shanghai (Draft)', as well as explanations and related review opinions on the 'Several Provisions on Promoting the Development of Free Trade Account Business in the China (Shanghai) Pilot Free Trade Zone in Pudong New Area (Draft)'. The meeting also heard explanations and related research opinions on the 'Amendments to the 'Regulations on Highway Management in Shanghai' and 10 other local regulations (Draft)', and explanations on the 'Decision on Amending the 'Regulations on Formulating Local Regulations in Shanghai' and 3 other local regulations (Draft)'. The meeting heard reports from the municipal government on the construction of the 'Five Centers', further enhancing the capacity of the Hongqiao International Open Hub, and the explanation of the work report of the Shanghai Municipal People's Congress Standing Committee (Draft), as well as reports on personnel appointments and removals, and conducted group reviews of related regulatory drafts, reports, and personnel matters. The meeting also heard a report from the Municipal Public Security Bureau on the handling of legal and litigation petitions transferred by the Municipal People's Congress Standing Committee in 2024, and reviewed and voted on the report on the qualifications of individual representatives.

Deputy Director of the Municipal People's Congress Standing Committee Zheng Gangmiao, Zong Ming, Chen Jing, Zhang Quan, and Xu Yisong attended the meeting. Vice Mayor Liu Duo, President of the Municipal High Court Jia Yu, Chief Prosecutor of the Municipal Procuratorate Chen Yong, officials from the Municipal Supervisory Commission, various district People's Congress Standing Committees, and some municipal representatives attended the meeting as well.
