On January 6, the 2025 work meeting of the Yangtze River Estuary Navigation Administration was held in Shanghai. The meeting was guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, deeply studying and implementing the spirit of the 20th National Congress of the Communist Party, the second and third plenary sessions of the 20th Central Committee, and the spirit of the Central Economic Work Conference. It earnestly implemented the deployment requirements of the National Transportation Work Conference, the Yangtze River Navigation Work Conference, and the Yangtze River Navigation Administration Work Conference, comprehensively summarized the work of 2024, analyzed the current situation, clarified the development direction, and deployed the work tasks for 2025.

The meeting noted that 2024 is a year of overcoming difficulties for the development of the Yangtze River Estuary Navigation Administration. Under the strong leadership of the Party Group of the Ministry of Transport and the Yangtze River Navigation Bureau and the Yangtze River Navigation Administration, following the "145" high-quality development approach for Yangtze River shipping, the "131" smart Yangtze construction path, and the modernization goal of "smooth, safe, excellent, intelligent, and beautiful" Yangtze River navigation, adhering to the "1346" high-quality development approach, leveraging the pilot project of building a strong transportation country, implementing the "three lists" of inspection and audit rectification and annual key work, focusing on major strategies, advancing major projects, and planning major scientific research, we have made progress and completed various work tasks with high quality, achieving new results in the high-quality development of the Yangtze River Estuary navigation.

The meeting pointed out that in the face of new situations, new requirements, and new tasks, the Yangtze River Estuary Navigation Administration must strengthen confidence, anchor goals, and act diligently, vigorously promoting higher quality development of the navigation industry with a spirit of reform and innovation. Guided by the spirit of higher-level meetings, we must firmly grasp the primary task of high-quality development, and promote higher quality development with a higher position, greater confidence, and stronger efforts. By enhancing the goals of higher quality development with the concept of reform and innovation, we aim to establish a "core goal" of building a world-class estuary navigation, creating a "three-in-one" development pattern of model-leading agencies, innovation-supporting research, and quality-assured enterprises, and building a modern navigation system characterized by "smoother, more resilient, smarter, and greener" features, implementing six development guarantee measures: strengthening ideology, emphasizing innovation, ensuring quality, promoting development, ensuring safety, and promoting culture. We will accelerate the transformation and upgrading to promote higher quality development, focusing on the transformation and upgrading of safety development, shifting from post-event handling to pre-event prevention in navigation safety governance; accelerating the transformation and upgrading of navigation capacity, focusing on the transition from ensuring smooth navigation and capacity building to building resilient navigation; accelerating the transformation and upgrading of technological innovation, focusing on leading major scientific research in navigation with modern technology; accelerating the transformation and upgrading of cost reduction and efficiency enhancement, focusing on the integration and development of resource advantages at the agency, grassroots, and enterprise levels; accelerating the transformation and upgrading of talent teams, focusing on building a talent team that meets the urgent needs of the navigation industry for high, precise, and specialized talents; and accelerating the transformation and upgrading of cultural brands, focusing on systematically building a navigation culture system.

The meeting emphasized that 2025 is the concluding year of the 14th Five-Year Plan and also marks the 20th anniversary of the establishment of the Yangtze River Estuary Navigation Administration. The work throughout the year will adhere to Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, earnestly implement the spirit and decisions of higher-level meetings, enrich and develop the "1346" innovation approach, aiming to build a world-class estuary navigation, strengthen confidence, build consensus, overcome difficulties, and enhance the "three leads" of politics, planning, and innovation. We will focus on the "three keys" of three-in-one reform, talent condition construction, and safety stability guarantee, fully promote higher quality development of the navigation industry, and continuously advance the key work of the "ten projects" to welcome the 20th anniversary of the establishment of the Yangtze River Estuary Navigation Administration with outstanding achievements.

Though the dream is distant, it can be reached through pursuit; though the wish is difficult, it can be fulfilled through persistence. As we enter a new year, the Yangtze River Estuary navigation personnel will strengthen their confidence, innovate and reform, strive for excellence, and vigorously promote higher quality development of the Yangtze River Estuary navigation, making new and greater contributions in the effort to accelerate the construction of a strong transportation country and to be a pioneer in Chinese-style modernization.

The meeting also heard the annual safety work report. It was clarified that in 2025, we must firmly maintain the overall stability of the safety situation throughout the year, safeguard the safety bottom line for the high-quality development and sustainable development of the Yangtze River Estuary navigation, and provide safety guarantees for building a world-class estuary navigation, focusing on 15 key safety tasks.

The meeting required that we must adhere to political leadership, unify thoughts and actions; adhere to goal orientation, strengthen confidence, determination, and perseverance; adhere to a practical spirit, focus on key difficulties; and adhere to early and small interventions, ensuring the recent key work is well managed. We will focus on ensuring safety and stability during the Spring Festival travel rush and holiday, ensuring smooth navigation, promoting party conduct and integrity, and caring for and comforting employees, ensuring overall safety, stability, and harmony.
